I don’t think there’s a way you can reinstate a deleted account. I suppose you can attempt to submit a ticket on the Support section of the Second Life website, but it might not be something they can–or will–do. Linden Labs is notorious for placing priority on premium customers; basic accounts are dealt with on the side, if at all. It’s worth a try, if nothing else.
You can always make a new account, of course, but it will be a newbie account; and all the items you had, the friends/groups you were connected to, will be gone–although you can always rejoin your old groups and look up your old friends, and probably replace your old items in time.

I am not sure how but I know one person who did it so it is possible. Try checking out the website
