No, it is just part of Linden Labs flawed age recognition service. Since the normal servers on SL are for adults age 18 and over, you have to prove you’re over 18.
Linden Labs thinks only people over 18 have phones. Whatever.

It’s part of a verification process. They will not charge your phone bill.
